What is needed to marry in Tijuana?
I'm going to Tijuana to get married.... I'm a US native & resident, and my fiancé from Mexico. I hear it's alot easier and less expensive to get married in Tijuana, is this true?
What will we need?
What "I" have:
State Issued ID, Copy of Birth Certificate, Social Security Card, and Divorce Certificate
What "he" has:
Birth Certificate
(Note: I don't want to hear any downtalking about Mexicans whatsoever... The decision is made, I love him with all my heart and he loves me back, he's a hardworker and good provider, we've lived together long enough and we're in our 40's so we know what we're doing. I simply want to know the process so that I/we can be properly prepared because I'm leaving for Tijuana tomorrow, where he is already waiting for me.)

In Mexico, people can get married by an attorney-at-law and then file the attorney's constancia with the Registro Civil of that same municipio. This will work for two people with Mexican citizenship and it will work for two people with U.S. citizenship. But when the couple is one Mexican and one gringo, the attorney can't act until the INM (Mexican immigration) has had its say.
If you're a half-and-half couple, check with INM when you come to Tijuana. They're just inside the border and they have a printed sheet that identifies the documentation they're looking for. It's not too burdensome but it does entail getting an apostille from the state you were born in and any English document has to be translated by a "perito" recognized by the state of Baja California.
When you go to the Registro Civil to file your marriage, you might want to avoid the main one at City Hall. It is known to expect "tips" for accepting your paperwork. There are five other registros civiles in Tijuana and those others are regarded as being more honorable.
Half-and-half couples that get married in the U.S. go through a longer and more detailed process. The gringo half has to petition BICE for a fiancé visa for their Mexican half and then the government spends about a year checking out the Mexican half's "desirability" -- no criminal convictions, no Communist tendencies, no nasty communicable diseases -- before issuing their permission. Then the couple has to be married within ninety days, and then they have to petition for the green card.
A half-and-half couple that got married in Mexico and that wants to live in the U.S. skips the fiancé visa part and goes straight for a "I want to bring my spouse into the country" visa. This sort of visa is said to be less demanding as far as criminal records, communism, and diseases go, but I have not had any direct experience going this route.

Immigration attorneys often volunteer their time at Catholic churches in latino neighborhoods of California.
