Is it at all possible that Pres. Obama is fearful of taking any steps towards overturning ?

He seems to be backpedalling on many issues, campaign promises.
Not that it would surprise me as all past presidents have had to eat their words at some point.
I still want to give him a chance, but I just wish he was a strong as he appeared to be during the period before he was elected.
It is political suicide right now (due to coming congressional election) for Obama to overturn or cut any national security spending. Any attempt to cut, trim, revise, etc will be painted by republicans as dangering our national security. There is a reason why he said that we will make cuts to every agency and every budget except the military. If he announced that they are cutting fat out of military spending, it would be twisted and turned against him by conservatives/republicans.
